Recovering Tourist Destinations after a Disaster: A Tourist Resilience Scorecard Evaluation for Destinations (SRTD)

Abstract

In 2015 a resilience study was carried out in the city of Manta using the Tourist Resilience Scorecard for Destination (SRTD) as a tool. The results of this study showed significant weaknesses in the response capacity of the canton's Tourism Department in the face of crisis scenarios that could affect the destination. Similarly, shortcomings were detected in the portfolio of recovery and adaptation strategies for probable crisis scenarios. In view of the problems found, the researchers presented proposals for improvements, which could not be implemented by the Decentralized Autonomous Government (GAD) of Manta due to the lack of budget for risk prevention measures. In April 2016, exactly one year after the study, an earthquake measuring 7.8 on the Richter scale shook the city of Manta, demonstrating the shortcomings found by the SRTD.
