Abstract

This review works the issue of poverty and inclusion as two of the paradigms that dominate tourism studies, but they do so in a critical and radical way. The final conclusions lead to questioning not only what we do when we talk about "the poor", and the role of tourism in the construction of a sense that does not dialogue, but also explore the influence of tourism on public policies to mitigate or increase poverty is a topic that deserves to be discussed. And so it is that this debate, among the researchers themselves, seems to lead to a dilemma: is tourism a tool that, if well used, can help the recovery or enhancement of communities, or does it simply become a machine for creating excluded and new poor people?
