The first interest in this research is to understanding the way which the social actors percei- ve and produce his cultural heritage. This approach requires an understanding not only of the actions and motivations of a social group around the cultural elements that decide to transform cultural heritage but also the manner in which they interact or contradict the actions of state policy under cultural protection and utilization of cultural heritage. But on the other hand, my interest is to show the problems involved in implementing these policies when public participation is expected to define the exercise of resources in cultural heritage protection and the ecological environment are closely related to the definition of a constant local cultural identity.
